The latest BlueSTAR II model has a new USB chip which does not load the virtual com port (VCP) drivers by default. The IC mfg is aware of this issue, has issued an errata for it, and has fixed it in the new silicon. In the meantime, (until we release a new CPU that will have the drivers with it) you must follow these steps to enable it manually:
1. Open Device Manager
2. Open Universal Serial Bus Controllers
3. Double click on USB Serial Converter
4. Click on Advanced Tab
5. Click on Load VCP
6. Unplug BlueSTAR
7. Plug back in to load driver
This should then load the VCP driver and allow the CoSTAR Programming Utility to communicate with the BlueSTAR.
