BlueStar doesn't work with radio off?

BlueStar doesn't work with radio off?

It seems like BlueStar does not work when the radio is off. OnStar worked just fine with the radio off, so I assume BlueStar should as well?

The BlueSTAR should work with the radio off, just like onstar.
